I think Syd may be right - there may well be a link between Abramovich and the final being in Moscow.
I also think UEFA are quite content having the final in a far flung destination with tight border controls and stringent entry requirements - they know the stadium will be full regardless and making it harder for people to get there will mean fewer ticketless fans are likely to show up they can thus avoid another Athens scenario.White liquid in a bottle = Milk

Debt may not be the way to go, but this debt is IMO. There'll be no demand to repay if you're not earning a certain amount so there's no pressure.
