I bet they didn't, it'd be typical of the FA. The amount is probably in keeping with all the amateur leagues in the country, as they all play under the FA's rules. Dunno what a red card is these days as I've not played for ten years but if memory serves it used to be twenty quid back then. £5 for a booking. I never paid my fines and was technically banned until they were paid.

will be suspended for 3 matches, fined £40 and subject to 4 penalty points

The fines are the same for all clubs, no matter what league. Its the clubs that fine the players.
The FA look at it like, if you fine a Premiership player £10000 for a red card then they have to do it for the lowest leagues. The punishment has to fit the crime, not the league. Its stupid*Except Michael, who died.
