There is no way they can stop him from training privately, but they can probably stop him from training organized by a club.

• Have to pay him while he's banned.
• Forced to keep him knowing he's one more major transgression away from a likely long term/lifetime ban.

If Suarez had been red carded for a bad tackle then no he wouldn't have been banned for 3 PL matches either.

It absolutely should happen if you have any players like Suarez.

You take a risk with them anyways, but build a team of support staff to minimise that risk.

This means you can't let them play away from that support group. You'd be silly to.
