I don't know, I never had him down as being ambitious like that, but he's firmly 4th choice CB and not even emergency wing back at the moment. He should be hitting his prime soon (quite surprising that he's still only 24) and could understand him wanting more game time, which he could probably get anywhere outside of the top four.

Must be crap, he's only come back from long term injuries. Not really in a position to be demanding anything. And he's not the sort of person that would anyway to be honest.
As a CB he's one of the best in the PL. Can easily fit next to Dias at City, obviously Utd, Chelsea too probably. Madrid, Barca, PSG, you name it. But he has to prove more than just his ability. He has to prove his durability. Salah isn't world class just because he's good. Matip doesn't usually last the full 40-50 game season so I imagine he'll come in at some point.
He's one of the best centre backs in the league when fit and playing and if it wasn't for injuries, he'd be first choice for england too.

He must be looking at the current crop of English defenders and think he has a chance of going to the world cup. That's not to say he's any better than 4th choice for us though.
