Well now. Not to open old wounds, but if it were solely plural you'd be correct; however in this case the apostrophe is possessive. I.e. It belongs to the 20s (plural).
The only way 20's works is if it belongs to 20 - the singular.Oh I don't know.

Also, if it were possessive and referring to entire decade rather than just the specific year, it would be 90s' not 90's.

This is right, but Buzzo was referring to his 20s, not a decade! Which I think renders the apostrophe correct? English Language was an awful long time ago
His twenties are both his and plurals - it's ten years of life each year beginning with a twenty. So a possessive form should have the apostrophe after the pluralising s. (Is pluralising a word lol?)
Also, my books are mine but if I refer to my books I don't always use the possessive unless I'm trying to express something the BOOKS possess. My books are great. My books' characters are great. People tend not to use that sort of construction though. Saying something like 'the characters in my books are great' reads much better.Like blood on iron
