I have seen these 'mandate' type emails before. Its looks authentic but why would it say domestic hotel - why not the name of the hotel its been emailed to.

It could be mate. We have quite a lot of experience in dealing with hotels and sports teams visiting. We regularly do cricket teams touring the uk - Sri Lanka, India, west indies and we have done some work for England before they changed the way they managed domestic tours. We did a lot of work with the rugby world cup too.
That overall content of the list is definitely along the lines of stuff we have seen. I had a 12 page pdf document sent over from England rugby with what we could and couldn't do for the touring teams.
Just a couple of things. The document looks a little amateurish to be from Liverpool and secondly how can they be certain all hotels have smoking rooms when indoor smoking is very rare in the UK.
