I've got a place on a Thomas Cook charter and they'll only charge if I get a ticket in the ballot. Looked at a flight to Warsaw then coach to Kiev (12 hours) for £450 but decided to wait.

It's worth registering for the ballot if you qualify even if you can't go. If you are successful in the ballot, the rules allow you to buy a ticket for someone else. Not sure that's fair, particularly if they didn't go to many games.
