A foul meriting a penalty is not dependent on whether the player would have scored or, for that matter, was running away from the goal or looked like running it out of play. The fact that it occurred withing the penalty area is enough. The Laws of the Game are quite explicit on this. In fact the prescence of the ball is irrelevant in some cases. Can someone inform Rennie that he is a football ref and not a handball ref

His usual standards isn't that high so it's not that diffucult for him to have a good game.Just believe and you never know what will happen.
