Just saw this on FB & I can’t confirm if it’s fact but I’m sure there’s been plenty of players who have declined taking penalties & others who have accepted & later lived to regret it.

Waldemar Anton, Nathaniel Brown and Malick Thiaw also refused.
Instead, Jonathan Tah bravely stepped up to take the first penalty of his professional career.

You should never criticise the player who accepts the responsibility when others won't. That's why we shouldn't blame Tah for missing the decisive spot-kick.
