I'm quite confident he'll never amount to anything at a top club. If he goes to City, he'll be back to some mid-table Italian side on loan within 2 years.
it's a bizarre one - we have had a few discussions on here about him - from what i see, he seems to be the only youngster in italy at the moment worth shouting about - that seems to have over inflated his price tag and ego imo.

I think Giovinco is worth shouting about. I have seen him do some absolutely magic stuff on the pitch especially for the Italy U21's. Unfortunately Italian's aren't the best at nurturing young players especially at top clubs.

drogba, shevchencko, essien that was about 5 years ago and that was £80 million in a season or 2!
thats without the mutu, crespo, duff, carvalho, makele they were all about 15million+
i am pretty sure that chelsea were linked with all the worlds best as are city, they just never come off
I think Chelsea's was made more of as they took the market to the next level.
also they did have a decentish squad before hand.
They also already qualified for the champions league before that which made it easier to bring in players.
