The QPR one is odd. As I understand it they are being fined for losing too much money for a football league club but the accounting period covers the time they were in the Premier League wherethe loss rules were less strict.
QPR could have been fined as much as £50m or something stupid. £1 for every £1 over the limit their spending was.

No, they are being fined for the overspending they did the year they got promoted from the Championship but because they got promoted they played outside the jurisdiction of the League last season and the owner stuck two fingers up at them because he couldn't be touched.
Now that they've been relegated what should have been dealt with last season is being sorted out now.
In mitigation for QPR I think the year the got promoted was also the year after they had been relegated the last time so they probably had EPL expenses to deal with that year too, although my understanding is that the owner did spend his way back into the EPL.
Nearly ended in disaster though, wasn't it a last minute goal in the play off finals that got them up after an awful game?
