I think that the only way to hurt the clubs who do this is by either points deductions or transfer embargos. Fines are just stupid and placing restrictions on the number of players who can play in the CL will likely have little effect as they will likely only reduce the no of places by one or two, and a 23 man squad is still more than most teams would use anyway.
The only gracious way to accept an insult is to ignore it; if you can't ignore it, top it; if you can't top it, laugh at it; if you can't laugh at it, it's probably deserved.

Points deductions or transfer embargoes may have a detrimental effect on that team's ability to qualify for the next season's CL. UEFA can't have a CL without the usual suspects and their massive spending fan base and merchandise machines, so the only answer is fines!

points deductions should be the way teams are punished.
uefa want all the big names and their sponsors involved so they will bottle it and go with a £50 fixed penalty notice.

        ****bags.

A backdated sponsorship deal is hilarious

Are UEFA able to enforce points deductions in domestic leagues?

Transfer embargoes seems the most appropriate route.

Manchester City are still a long way off agreeing a settlement with Uefa over sanctions for breaking financial fair play rules, it can be disclosed.

The club have until the end of the week to agree to the sanctions or face the case being handed to a panel for a non-negotiable decision. City are one of nine European clubs, also including Paris St Germain who are being dealt with for rule breaches, and it is understood they are one of those furthest away from reaching an agreement.

The initial settlement offer made to City included financial restrictions on their Champions League squad for next season, and possibly a cut in the size of the squad, as well as a heavy fine.

Neither City nor Uefa would comment but it is understood the Manchester club have been negotiating forcefully for a significant reduction in that sanction but have been struggling to make progress. The risk, however, is that if they are unable to agree a deal with Uefa then they could face even stiffer sanctions from Uefa's club financial control board's adjudicatory panel.

No club is expected to be excluded from the Champions League for breaching the spending limits, the maximum possible sanction. Both Manchester City and Paris Saint-Germain are believed to have fallen foul of the FFP rules with sponsorship deals related to each clubs' owners.

Abu Dhabi-owned City have a £40million a year deal with Etihad airways, while Qatar-owned PSG have a back-dated deal with the Qatar Tourist Authority which is worth up to 200 million euros (£165million) a year.

Arsenal manager Arsène Wenger said last week UEFA needs to show it means business over FFP.

Wenger said: "There are rules to apply for the financial fair play. If you don't respect them, you have to apply the rules. One of the rules is that normally you should be banned for the excess of the financial amount that is not justified, that is if you are £100million overboard, you should be punished for £100million of your wages bill in the Champions League."

Like they are going to pay it. They'll just forgo one season's UCL revenue but still welcome move nonetheless.

That 21man squad could hurt as they'll put 3GKs in anyway.

Sickening we are going to lose out to these financial doping scumbags who have had officiating favours all season. Should be thrown out of the CL.

It's 60m euros over 3 seasons. It's nothing for them. That's less than 8% of their wage bill a season.

But their wage bill is astronomical. What is it in terms of their turnover?

Their turnover is whatever they say it is. Unlimited millions in sponsorship from the Etihad group

Do the offences get scaled up for each year you fail to adhere? Them being linked with Messi for £160m is surely them laughing at UEFA?
