I meant in the leniency stakes. When they first announced FFP I thought UEFA are going to be extremely strict based on the fact that traditional powerhouses like Bayern, us, Arsenal, Juventus etc will be for it. While the first set of punishments dont appear to be as severe as it should be, it is still not as lenient as I feared them to be. I can see brakes being put on City's attempt to stockpile players especially with 8 out of the 21 having to be homegrown players, several of whom have only one year left on their contracts with a wage cap.
