Not back then. The Championship wasn't named that until the rebranding in 2004. When City went down, the Second Division was the third tier, below the Premier League and the First Division.

Even if they are stripped of titles I don't think that they would award them to anyone else. And I don't think that they should

Yes, I'm not sure I would want to claim a title due to financial cheating.

At the end of the day the team they assembled were better than us. This year they aren't. Feels much better to win like this.
