i just glanced at a couple of chelsea forums
their stance is
Chelsea asked united about rooney. how much etc
United responded with, take what you value Luiz/Mata at and add £10m
as if to say that Rooney is as important if not more to United as Luiz/Mata to chelsea
or something like that

I personally think you are putting a tiny bit too much faith in them. If everyone else is running a story and they believe it to be true they will run it. They don't run stories unless there is 100% something in them (unless it's the gossip column).
Fwiw I've seen them correct their own stories, sport and general news, relatively often, especially since the advent of 24hr news channels and twitter which encourage outlets to run with things as fast as poss.I could not dig, I dared not rob:

Mourinho Just confirming Rooney is the only transfer target this summer
Speaking in Bangkok following the first match of his second spell in charge - a 1-0 win over Singha All-Stars - Mourinho declined the opportunity to fuel the argument.
"I think that this situation is clear - nothing is a secret anymore," he said.
"The official bid is just about a certain amount of money and doesn't involve players.
