                      If they get relegated they'll have to go back to VHS as DVD's will be out of their price range.

Then the pre-typed decision is circulated and they pat themselves on the back for a job well done.

                                They have a panel of three referees, or ex refs or something and they all have to agree for a player to be charged in the first place. There's a good chance that the actual hearing is going to agree with then, even if it was an entirely fair process.
