That's not even a joke. I read at the time of one of the Suarez incidents that the FA has a similar conviction rate to courts in North Korea! Basically if they charge you you're already convicted but must go through the charade of a pretend (kangaroo) court case in three acts for appearance's sake. Then the pre-typed decision is circulated and they pat themselves on the back for a job well done.

They have a panel of three referees, or ex refs or something and they all have to agree for a player to be charged in the first place. There's a good chance that the actual hearing is going to agree with then, even if it was an entirely fair process.
