Pulisic wasn't. And as far as Kovacic, a permanent transfer is a separate deal to having been on loan the previous season.

Yeah obviously the signings have been above board (loan with buy option + early agreement) but just saying they haven't been starved of new signings like how you would imagine a transfer ban to work. Spent more than us during their ban

I actually have a lot of sympathy for Chelsea's argument, which was they were treated differently to Man City, who just got a fine. I know the scope of the offences were different, but I think the principle is the same.

If Chelsea get a ban, why shouldn't City?
