Hughes told The Sentinel: "The ball is very much in Liverpool's court because he is their player.
"I'm not saying I know what they are thinking, but I would imagine that being in the Champions League they will spend more money this summer.
"And that could go against Ossie having a place there.
"He is their player and we mustn't forget that, but yes we are hopeful of keeping him here.
"It's fair to say that he's enjoyed his time with us and we have enjoyed having him here."

Oussama Assaidi close to completing move to Stoke after impressive loan spell
Stoke are closing in on a permanent move for Liverpool winger Oussama Assaidi.
The 25-year-old spent last season on loan at the Potters and impressed manager Mark Hughes.
The Potters boss is keen to secure Assaidi on a full-time basis and Stoke are in talks with Liverpool officials about a permanent deal.
And the Britannia Stadium club are growing increasingly confident that a deal will be reached with the Merseysiders in the coming days.
Stoke are conducting their business early this summer having already signed Sunderland defender Phil Bardsley on a free transfer.
Bardsley signed a three-year deal with an option for a further 12 months on Thursday.
Likewise, former Manchester United forward Mame Biram Diouf was also locked in talks with Stoke officials yesterday over a move to the club.
Diouf scored eight goals for Geran club Hannover last season.
