In the world of tweeter (and football) subtle descriptions of negotiations are generally lost. People want black and white. "Is he going?", "Has he signed?". And we are at the stage where things are not that clear yet. Cue insults and so on

Some will get the difference. Most won't because they hear whatever they want to hear. Ah well
In transfers, there is the possibility of giving some money as a refundable deposit or down payment to guarantee bona fides (as explained by @EWHK70 in Twitter. Sorry mate, explaining a story people don't want to hear will mean in you being abused)
Falcao belongs in a big percentage to a third party, an investment fund. They are asking for guarantees from those that are interested in him (Chelsea being another one, PSG too, possibly others). Payments have been made. The one who pays the totality of the buy out clause (with the agreement of the player) will take him. The others will get a refund.
If people do not like the story, you will get abuse. That is how it works in this world. If the transfer eventually doesn't take place then I was wrong (when I never said it will)
I understand that a transfer is complex and is in no way guaranteed until they've signed on the dotted line, but if you're going to put your head above the parrot pit then you've got to expect some backlash when it's just common knowledge regurgitated.
Chelsea are prepared to include goalkeeper Thibaut Courtois in a deal for Atletico Madrid's Radamel Falcao as they look to beat Real Madrid and Manchester United and Manchester City to the signing of the Colombian striker, 27. Belgium international goalkeeper Courtois, 20, has spent the last two seasons on loan with Atletico.

I don't understand why Chelsea would need to include Courtois, its not like they're stuck for the money! Cech is 30 now as well so keeping hold of Courtois who is ready to step in and replace him at any moment now should be a priority.
Then again, they're a ****ing mess of a club so who knows.
