Just because we're interested in a player and he decides to go elsewhere doesn't necessarily mean he turned us down. I'll give you an example. A couple of months ago the echo reported that we were interested in Bruma but were unlikely to make a move for him this summer. If Bruma now goes to another club does that mean he turned us down? If another club snaps up Big Pappa does that mean he turned us down too? I think not unless we have attempted to buy the player and he decides to go elsewhere ala Willian style. 
However, the Bascombe article was about missing out on our top targets this summer and targets turning us down. In the context of that article, looking at the headline and the gist of the article, it's a perfectly logical conclusion that he turned us down from the extract I've included above. Plus I know a little bit more about it

Was it Barnyard on here that mocked anyone who was suspicious about Spurs transfer targets being the same as ours. Our list of targets must be nigh on identical to theirs, it's ridiculous
