Just simplify it.
If someone is offside then as soon as the ball is kicked the flag goes up.
Also, this "phase of play" **** is also a grey area that we don't need.
The flag needs to go up as soon as a player is offside, not when a player has risked further injury by getting tackled.

The problem is, the system will always be gamed if the rules are unclear, or you add bollocks like phases in.

I thought that the players reaction says it was probably hand, he was more interested in arguing (rightly so) that the offense was outside the area it looked like.

I was thinking that it was either head or arm instinctively lifted to protect his head, so not handball either way. I guess it makes sense to complain about the objectively obvious error rather than the possibly contentious one.

I’ve said for a while now that no refs from a 50 mile radius of each club should officiate a game. Same for VAR. Whether unconscious bias or deliberate it doesn’t matter in terms of the integrity of the game.
