Rules been there ages, to stop exactly what the Palace player did; pushing the Chelsea man out the way to make a hole in the wall to blast the ball thru. Now opposing players must be at least 1 yard from the defensive wall, which he clearly wasn't.
Shame, cos it was a nice free kick, but if the Chelsea player hadn't been shoved out the way he'd have caught that ball flush in the midrift.

All you need to do is penalise the shove. The rule came in to try and put a stop to attacking players trying to insert themselves into a defensive wall to disrupt it. Crystal Palace obviously forgot the rule.
