Rafa had to secure CL football every season to get any money at all to spend on new players. He couldn't afford to gamble and sign one big star instead of three squad players. The CL money was more important than to gamble and maybe be able to make a challenge for the league title.Just believe and you never know what will happen.
According to Benitez it's important not simply to go out to win but to go out prepared to win, which means players have to put in the same level of work on a daily basis. Anything else is unacceptable.

But he bought the likes of Pennant, Kuyt, Crouch. Why should we give him another four years to develop a squad in the hope he gets it right when we've made no progress in the league?

Seriously though, Wenger didn't have much of a pedigree, he was well scouted. I'd be in favour of that kind of approach, look for a man with the skills to succeed, not one with a 'big name'
