As someone else has said it's probably fatigue, this is the third petition related to Hillsborough in a short time. It's sounds stupid I know because it's not as if it's difficult to do but it'll never reach 100,000 without getting the attention of the masses and a lot of the masses that aren't as informed as we are may feel that they've already signed one petition so why sign another. 
I'm not into Facebook and Twitter etc but everyone that is into that stuff needs to really push the petition out to a wider audience if it's to have any hope of reaching 100,000.
I'd also suggest another thread that isn't a sticky aimed at pushing members to put links on there Facebook/Google+ account and sending tweets or whatever is needed. Then we can keep bumping that thread if need be so it stays near the top of the active threads.
Sometimes these sticky's get missed by me because I go straight down to the active threads and don't always look at the sticky announcements.
Anyway, I signed this one pretty much the day the post went up and all the others too but just didn't feel the need to post that I'd done it. Hope this makes it to the 100,000
