The Bosman ruling killed the days of smaller clubs having sustained success. That is why everyone bought into the Leicester thing a few years ago.
It pretty plausible that both Southampton and West Ham would have had periods of success over the last 20 years had they not been forced to sell player after player.
I'm not saying that the Bosman ruling was a bad thing because before that a player not being able to leave if he was out of contract meant that the clubs could control the players more and more - almost to the point of slavery. However, a proper squad size and wage cap would level the playing field.

I'm all for a wage cap, across a squad not on individuals but we just know they'd find a way around it. That's what did for Ajax as a force in Europe. That team they had in the mid 90's if they'd managed to keep the core of that team together they would have won more than the one Champions League. Sorry off on a bit of a tangent
