Disagree. The penalty is compensation for not getting the goal that was definitely going to happen. The red card is punishment for breaking the rules by deliberately preventing a goal with the hand. Both are just and both are necessary. if there's no red card, it's totally worth handling a certain goal and giving your goalie a chance with the peno.
