To be fair to Klopp, he did rest players who needed resting. Gini, Matip, Hendo and Robbo didn’t start the game. Robbo wouldn’t have played a minute if Tsimikas could have finished the game. Again, this is one who’s hardly played and got himself injured on his return.
It wasn't s bad decision for Tsimikas to play. Because he is returning from injury and needed the minutes. Same with trent and Keita.
For me, most of the rest of the squad shouldn't have even travelled. A loss or a draw had no impact. It was a silly risk and for a manager who has publicly complained about the fixture congestion, it was pretty stupid. And it looks like we have paid the price.
The people who say "oh he could have got. Injured at Fulham or in training" that is a stupid point to make. The players have played a lot of football. A week with no midweek fixture would have helped going into a busy December. For me, if we drop points against either fulham or spurs, then this could potentially have been helped by having fresher players.

In addition to the named 25 man squad, you also get an unlimited B list of U21 players. We've currently got about a dozen on ours, including a few of the lads who played last night. Curtis Jones, Neco and Rhys.

Not too sure it’s as simple as that as pretty sure you can’t do this on a whim for no valid reasons (like resting a few key players). From the UEFA website.
Can clubs register new players?
Yes, teams can register a maximum of three new 'List A' players. But there are a couple of caveats:
Each squad is still limited to 25 List A players (players can be removed to make room);
Players must have been already registered and eligible to play for the club at domestic level since 3 February or in any case by no later than before the first leg of the round of 16 as initially scheduled for the relevant team.
