Doubt it. Federer plays the sport with finesse with great beastly power, a combination of which is rarely seen in the sport. Federer is a thing of rare brilliance, no doubt, but Woods' record and impact is totally unparalleled. There's good reason why Woods is the most marketable sportsman in the world, not Federer. Although obviously Tiger's trying his best to ruin it.

Since 2001, Federer’s won 61 singles titles, including 15 major championships (Tiger’s won 14 total, but two of those came in the 1990s so aren’t counted in the decade). Roger has won multiple titles on every surface where tennis is played. He’s one of only three pros in the Open Era (Agassi and Laver are the other ones) to win a career Grand Slam. And when Rod Laver was playing, 3 of the 4 majors were on grass. Admittedly, Roger’s nowhere near the total title wins of say a Jimmy Connors (109) or Ivan Lendl (94) but he’s broken the record that counts the most with his 15 Major titles. Tiger’s still four away from Jack Nicklaus’s all-time record of 18.

We've been here before and I don't have much time.
It is much harder to win a golf tournament than a tennis equivalent, and there has always been a greater spread of winners in the game. To dominate it as Woods has is phenomenal.
You also didn't comment on the impact factor.
Admittedly Woods can't claim credit for being black but nevertheless his achievements are all the more remarkable, being a black man playing golf.Thanks very much for being ‘This Mornings’ Farmer’

Greater spread mainly due to winners having longer careers. Tennis requires far more physical ability than golf would ever need. It's two to three hours of constant non-stop action for two week tournaments. Golf is whack and onto the next shot. Federer hasn't had impact as much as Woods has on golf, granted, mainly due to Woods being black and young compared to his competitors, who are white, upper class and old. Woods is/was a marketing dream compared to Federer who has to compete with a younger Rafa Nadal, Andy Murray, del Potro.
