I think the TV money can be distributed a bit differently here. Instead of just donating it to the lower league clubs, how about actually donating them to clubs who play native born players beloew 21 yrs of age for certain no.of games in a season. That'd definitely at least bring about some changes in the lower league clubs at least where young players get to play enough matches and the club gets money for it.
Or say a club in the League will be given an additional 3-5m if they play "x" no.of native players below "y" yrs of age for "z" no.of matches. Something like that.Patience when teased often, transforms into rage

I couldn't believe what I was reading. It is in today's free Metro paper.
Firstly he says that the FA should go all out for Jose Mourinho as he's the outstanding choice
although he admits it would prove difficult as he's just joined Real Madrid, no **** sherlock. Then he says that because England were unlucky in 1998 his choice would be the Hoddle!

I'm not sure that the single case study is necessarily representative of the effect on a population. We all know that Kuyt can do more work than most footballers for example. Really we need to consider this as a population level effect.
