You could ask the same of any of the bidders. And let's be honest the scope for a lasting legacy (whatever that means in practice) is greater in Russia and Qatar than it is here.

The Russian presentation is so poor. They have not talked about youth development, what they are putting back into football and helping the community. they are just babbling "We deserve world cup blah blah"
