I think its crazy that this incident is even being discussed as violent conduct. He hasn't led with his elbow or fist - he's just spun his body in a slightly aggressive way which has unfortunately led to his arm clipping the top of Flores's head.

A caution would have been the correct punishment for this.

Attempting a punch isnt an offence though. It comes under violent conduct. Lashing out and not hitting someone is violent conduct now?

The interpretation of violent conduct says it needs to involve use of excessive force off the ball. It implies no contact is necessary by saying 'in danger of injuring'.
