          If Carlos Tevez refused to play he should be banned - Fifa boss

          Fifa vice-president Jim Boyce has said the organisation should have the power to ban players who refuse to play.

          Boyce said he would have no problem if Manchester City sacked Carlos Tevez - if proven he refused to come on as a substitute against Bayern Munich.

          The former Irish Football Association president said Fifa should then be able to ban Tevez.

          Boyce said this would stop players "earning a considerable amount of money somewhere else next week".

          City boss Roberto Mancini claimed Tevez had refused to come on as a substitute in the Champions League match on Tuesday night.

          But the player has since denied that. Tevez has been suspended by City for up to two weeks.

          Mancini has already said the striker's career at the club is over.

          Boyce, who said he was speaking in a personal capacity, told Sky Sports: "I believe Fifa should have the power to ban the player from taking an active part in football.

          "If he has done what has been said then I think his club would be better off without him.

          "If Manchester City prove it, write to FIFA and state the exact circumstances that happened, I would have no problem with that whatsoever. It hasn't occurred before but I think what happened was despicable."

          Boyce, who is a life president of the Irish Football Association after being president from 1995 until 2007, said Fifa would be within its rights to prevent him signing for a rival club if City sacked Tevez.


          "If this player did what he has been accused of doing, then if Manchester City were to release him I don't think it would be right if he could go and earn a considerable amount of money somewhere else next week," said Boyce.

          "I would have no problems if some sanctions were imposed by Fifa in that respect.

          "People within the clubs and within the top level of Fifa have to consider that if Carlos Tevez does it, who's to stop someone else doing it the next week or the week after?"

              Irish League club Limavady United have offered Manchester City superstar Carlos Tevez an escape route from his troubles with the Premier League club.


              The County Londonderry team's vice-chairman David Brewster faxed City on Wednesday afternoon offering to take the multi-million pound striker on loan for the rest of the season.


              It follows City manager Roberto Mancini's vow that Tevez would never play for him again after the Argentina international failed to come on as a substitute against Bayern Munich in a Uefa Champions League game on Tuesday night.


              Limavady United play in the second tier of Northern Ireland football, with opponents including Harland and Wolff Welders and Ballinamallard FC.


              Mr Brewster said the club would be willing to take Tevez on loan and keep him fit, if City agreed to continue to pay his wages.


              "Pursuant to the well publicised comments of your manager yesterday evening to the effect that Carlos Tevez would not be permitted to play for your club again, may I on behalf of Limavady United FC indicate our willingness to assist you with a difficult problem," his statement said.


              "We would be perfectly willing to take Mr Tevez on loan for the remainder of the season or until transfer, thereby permitting him to play football but without the risk of being cup-tied for the Champions League.
              "Limavady United play in the championship in Northern Ireland and our manager would be happy to accommodate Mr Tevez within his squad.


              "Naturally, our club would not be in a position to discharge Mr Tevez's wages but I am sure you can see the advantages of keeping him match fit prior to any possible sale."


              The offer has yet to receive a response from Manchester City.


              The BBC has learned Tevez feels his row with boss Roberto Mancini was about warming up and not a refusal to play.


              The 27-year-old felt he was ready to play when asked to prepare to come on in the second half of the 2-0 defeat.

              Tevez blamed "confusion on the bench" for the "misunderstanding" in a statement on Wednesday.


              In his statement, Mr Brewster said he looked forward to Manchester City's "early reply to permit us to complete the necessary paperwork with the Irish Football Association if the matter is to proceed".

                  Carlos Tevez has been suspended by Manchester City for two weeks after Roberto Mancini made it clear to the club's chairman, Khaldoon al-Mubarak, that the player has no way back following his apparent refusal to take part in their Champions League tie at Bayern Munich.

                  A furious Mancini told Tevez to "go back to Argentina" during their dressing-room confrontation after the 2-0 defeat and the club's owners in Abu Dhabi have backed the manager after he said the striker must never play for City again.

                  "Manchester City can confirm that striker Carlos Tevez has been suspended until further notice for a maximum period of two weeks," the club said in a statement. "The player's suspension is pending a full review into his alleged conduct during Tuesday evening's 2-0 defeat to Bayern Munich. The player will not be considered for selection or take part in training while the review is under way." The club wanted to suspend Tevez for longer but were restricted by Premier League guidelines.

                  The club's lawyers are now scrutinising Tevez's contract to determine what more action they can take and, specifically, whether he was guilty of gross misconduct by refusing to come on as a second-half substitute at the Allianz Arena on Tuesday. Tevez, in a remarkable change of direction, now denies this, blaming a "misunderstanding" presented by language issues.

                  The process is not going to be particularly quick, with City acutely aware of the importance of going through the appropriate channels to cover the club should the dispute develop into a legal battle. They are so determined to present a watertight case they intend to interview everyone who was in City's dugout when the controversy flared up.

                  Tevez may be required to attend a formal disciplinary hearing and will almost certainly be fined two weeks' wages, the maximum amount permitted. As the highest earner at the club and in the Premier League, that amounts to £500,000, the biggest fine ever meted out to a player in English football.

                  Tevez had issued a statement through his advisers earlier in the day apologising to the club's supporters but denying he had refused to play, blaming "confusion on the bench". However, that is undermined by his interview directly after the match, when he admitted going against his manager. His new version of events has been ridiculed behind the scenes at the Etihad Arena, where there is the sense of compelling evidence in Mancini's favour.

                  City have already compiled a dossier of Tevez's previous misdemeanours and are keeping all possibilities open as they contemplate what to do with a player who would ordinarily be valued as one of the club's main assets. The top-end option is to terminate his contract and launch legal action. High-level sources at the Premier League believe Tevez is "sackable" and Jim Boyce, the vice-president of Fifa, has said his organisation would then investigate imposing a worldwide ban on the Argentinian.

                  "If he has done what has been said, and it appears there is no doubt about it, I think his club would be better off with him not being part of it," Boyce said.

                  "If Manchester City prove it, write to Fifa and state the exact circumstances, I believe Fifa should have the power, as they do for drugs-related cases and other cases, to ban the player from taking an active part in football. I would have no problem with that whatsoever. It hasn't occurred before, but I think what happened [with Tevez] was despicable."

                  Mancini spent a long part of the day discussing the matter with Mubarak and asked for a suspension to be invoked that would mean Tevez was not allowed at the stadium or the training ground. The players were on a day off but report for duty on Thursday and Mancini has told Mubarak he will not accept Tevez being involved in first-team sessions.

                  The most likely outcome is that Tevez will be sold for a cut-price fee in the January transfer window. Until then, however, Mancini will push for him to continue to be left in isolation, his career on hold after one controversy too many for the former West Ham United and Manchester United striker, who is now openly reviled by supporters of the city's two clubs.

                              City are doing the right thing. We had our own problem like that when Carra refused to play right back.

                              He should have been fined and later kicked out of the club if he didn't apologize to the manager and the players. City can afford to let Tevez sit in the stands and he isn't a local lad like Carra.

                              The manager must be the boss. Mancini win this battle 10 times out of 10 because Tevez is just another foreigner. Rafa had no chance to win his battle against Carra the local lad.
