If you successfully headhunt a guy, pay compensation for him, and bring him in with a remit to run football operations - which he begins to do. But then , when he makes a recommendation instead of acting on it, you get rid of him that smacks of a deep routed problem.

When you lay it out as you just did, highlights huge problem there. For some reason they didn't trust a respected football guy they appointed to make those decision. Looks like someone non football thought they knew better...
