There were rumours that he was Chang's doing, whether that's true or not who knows, but Rodgers certainly never seems to have rated him.
Chang would have no influence on transfers. Whoever came up with that idea was delusional.
In all likelihood, it was a committee decision, Rodgers went along with it as it represented a low risk investment, even though he wasn't entirely convinced.

Forgotten Liverpool winger Oussama Assaidi is joining Championship promotion hopefuls QPR on a season-long loan.
Assaidi has agreed to the switch as he makes a second attempt to crack it on England.
The speedy 24-year-old had offers from Holland and Belgium but fancied Rangers and the chance to shine in the second tier.
Hoops boss Harry Redknapp has been looking for extra width and pace as he changes the look and style of his side.
Assaidi, a Morocco international, joined the Reds from Dutch side Heerenveen a year ago in a £2.4million deal.
He played only 12 times, and did not start once in the Premier League, and has watched Liverpool strengthen their attacking options with Iago Aspas and Luis Alberto this summer
