Are they being instructed by the players making the accusation? Or is it some organisation trying to get their name in the papers?
I don't know. If they are not being instructed by the players/Chelsea I don't see how they can make a complaint to the police unless they are witnesses.

Peter Herbert, the chair of the Society of Black Lawyers, has made a written complaint to the Metropolitan Police urging them to investigate the incident.
"Our information is that racist remarks were directed at John Mikel Obi and at Juan Mata. If so, that is wholly unacceptable in any circumstances," he wrote.
"Although this matter may be investigated by the FA it is appropriate that the MPS independently see if a racially aggravated offence has occurred."
It's a pity they weren't paying attention when Suarez was getting fingered; we would have had the satisfaction of seeing the complaint tossed out of court, that's if it had got that far.
I think what we learned from the Suarez case is that intent is irrelevant. Whether the offender means to cause offence or not doesn't matter. If the victim feels that he has been abused then it is abuse.

Surprised that some people wont believe that someone could use an ambiguous phrase in order to racially abuse someone, in the knowledge that phrase is usually used in a perfectly innocent way as a rule, and that it would give them a perfectly plausible excuse should they need one.
Not saying it happened, but to infer it's stupid to even consider it, is a tad naive imo.
my point exactely. and it's a common practise employed by the political right in my country and throughout europe.
If it was 'cheeky monkey' the player should get a grip and grow up.
The player could obviously feel offended or abused.......................probably not by the remark though, more so offended by being slapped at home with a couple of red cards for his team in the bag.
