No it might not be a good look, but Quansah has given interviews saying he looked for his move and that the buy back clause meant if he did well with the extra game time, then he could return.
Plus do not think, even with rotation, Quansah would have gotten the game time he has this season had he stayed with us. So better for his development that he moved.
The Elliot move is a mess, though easy for me to say that now with the advantage of hindsight.
Of course there is another aspect or two that could be at play also, ones that we are fans would not really know much about.
One could be that it is as simple as it being the way Slot wants to manage the health/physical development of young players (and not throwing them into a shotstorm being part of that).
The second could be that the young players might not be impressing in training to the level required. Now Rio has looked good from the little I have seen him, but how many of the rest can we honestly say would be as close to being a 100% solid rotation player for the first team as possible right now? I honestly cannot say there are many I would say look defo ready.
Of course an arguement could be made of how if you don't try them, how do you know, and that then could be referred to the manager and the back room team seeing the younger players in training.
Given Slot, prior to Liverpool, did have a track record of assembling very young teams, I would say he is not adverse to playing young players that he thinks are good enough.
So with our young players I suspect it may be a case of him not thinking a number of them are not ready yet and hose ones are being protected, or that he thinks a number of them are just not good enough full stop.

Typical egotistical muts
seeing the match was being played in Saudi Arabia , when Alonso realised the players weren’t behind him & his time was up he turned to his assistant & said I’ll beheading home to pack my bags now.
