      Leeds facing disciplinary action for denying camera crew access into Elland Road ahead of scheduled TV clash with Derby

      Leeds United face Derby at Elland Road in the Championship on Tuesday
      The hotly anticipated match is scheduled to be shown live on Sky Sports
      But a camera crew were still being denied entry to the ground on Tuesday
      Owner Massimo Cellino has shown his disapproval of live TV recently
      His complaint is that it discourages supporters from attending matches
      He could undermine Leeds' form by making Lewis Cook available for sale

      Leeds United fans are facing an unprecedented wait to find out if their match with Derby County will be televised on Sky Sports with camera crews still locked out of Elland Road on the morning of the match.

      Massimo Cellino's baffling reign has taken yet another twist after the owner laid down the law with the broadcaster, who are set to broadcast Tuesday's Championship clash.

      That is now in severe doubt after the Football League confirmed that a Sky crew were refused entry to perform vital preparation for one of the division's blockbuster fixtures.



      As of Tuesday morning there was still no access allowed for the cameras and crew to enter the ground. The match will go ahead regardless.

      Sky's coverage is due to start at 7.30pm on Sky Sports 1, with the game kicking off 15 minutes later.

      The League has told Leeds that access must be given to Sky if disciplinary action is to be avoided.

      'The League has been made aware that Sky personnel have been unable to access Elland Road today as previously arranged,' a Football League spokesman said in a statement.

      'We have contacted Leeds United to remind the club of its obligations to our broadcast partner and to ask them for their observations.

      'As yet, we have not received a response from anyone in authority at the club, but are hopeful that the matter can be resolved swiftly once the club does engage.

      'Under Football League regulations, clubs are required to provide access to the League's broadcasting partners for the purpose of setting up and filming any matches that are selected for transmission.

      'Failure to do so will lead to a club being charged with misconduct with the matter being referred to an independent Football Disciplinary Commission (FDC).

      'The FDC has a full range of sanctions at its disposal.'

      Cellino - currently away on holiday in Miami - has been making noises about his disapproval of live television over the last few weeks. Tuesday night would be the fourth home league game and 10th Leeds match of the season shown - should it make onto sets across the country.

      Two further games are already scheduled for 2016, making Leeds the joint-most covered club in the Championship, along with Derby.

      The Italian reckons constant attraction from Sky sees a decline in attendances and overall revenue. Leeds would pocket more than £100,000 on each occasion.

      However, attendances on average have been higher at Elland Road this season when matches have been shown on Sky than when TV is not there at all.

      The fiasco represents a needless distraction for manager Steve Evans, currently in the process of patching together their season and having gone December unbeaten.

      They currently lie seven points adrift of the play-offs with a game in hand.

      A Football League statement read: 'The League has been made aware that Sky personnel have been unable to access Elland Road today as previously arranged.

      'We have contacted Leeds United to remind the club of its obligations to our broadcast partner and to ask them for their observations.

      'As yet, we have not received a response from anyone in authority at the club, but are hopeful that the matter can be resolved swiftly once the club does engage.'

      Cellino is no stranger to controversy, with his near-two years in charge of Leeds littered with outbursts.

      The 59-year-old sacked manager Brian McDermott without permission on his first day at the club, and has since worked his way through five more managers, while he is currently waiting for an appeal date as he fights a second Football League ban for breaching its Owners' and Directors' test following a tax evasion conviction in Italy.

      Sky Sports had no comment to make, with the resolving of the issue falling at the feet of the League and the club.

      The League's rules state that broadcasters should be granted access to stadia.

      The rules read: '73.2 The League or any subsidiary or associated company of The League or duly authorised agent or broadcaster (and its respective employees and agents) shall be allowed access to the grounds of all Clubs (and to the television gantries, camera positions and facilities) for the purpose of recording or broadcasting matches arranged under the jurisdiction of The League.'

      Leeds were contacted for comment.

      What has happened so far?
      A Sky Sports production crew were denied access to Elland Road when they arrived on Monday to set-up for their live broadcast for Leeds’ game against Derby this evening. Security staff turned them away, apparently under the orders of Leeds’ controversial Italian owner Massimo Cellino.

      Why?
      Cellino is annoyed at the disruption caused to Leeds’ match preparation because of the amount of times their games have been shown live on TV resulting in changes to date and kick-off times. They have already had nine games shown live on Sky Sports, tonight’s would take that to ten and there are already two more pencilled in for the New Year. This makes them the Championship’s joint most televised team alongside Derby.

      What does the manager Steve Evans think about all this?
      After Leeds’ 1-1 draw with Nottingham Forest on Sunday evening Evans went out of his way to slate the Football League for their fixture scheduling which means Leeds play twice in three days. Meanwhile their top of the table opposition Derby had an extra 24 hours to recover after beating Fulham 2-0 on Saturday evening. Evans accepted the money Sky have brought to the game but said Derby’s fixture should have been rearranged so they played at the same time as Leeds. ‘It has to be fair and this is not good for football,’ he said.

      What do the Football League Rules state?

      They read: ‘The League or any subsidiary or associated company of The League or duly authorised agent or broadcaster (and its respective employees and agents) shall be allowed access to the grounds of all Clubs (and to the television gantries, camera positions and facilities) for the purpose of recording or broadcasting matches arranged under the jurisdiction of The League.’

      How long before a game do Sky crews need to set up?
      The absolute minimum time they need is three hours so they will need to be let inside the premises at Elland Road by 4.45pm today at the very latest and probably earlier to allow them to broadcast the match which kicks off at 7.45pm.

      Do less people show up and buy tickets when matches are shown on TV?
      They can be but in the case of Leeds United, attendances on average have been higher at Elland Road this season when matches have been shown on Sky than when TV is not there at all.

      What do Leeds get back from their matches being on TV?
      As well as the increased profile and exposure, they are given a £100,000 facility fee, which increases to £120,00 on a Sunday.

      What punishment might Leeds face if the broadcast is blocked?
      The Football League said Leeds will be charged with misconduct and referred to the independent Football Disciplinary Commission if broadcast is blocked. The League state the ‘full range of sanctions,’ are available to them. According to Football League rules and regulations this could include points deductions although the FA rules and regulations appear to suggest this is beyond their powers.

      Is there any precedent set for this?
      Not in recent years but FA Secretary Ted Croker threatened Burnley with expulsion from the FA Cup when they refused to allow coverage of the 1974 FA Cup quarter-final. The then Chairman at Burnley Bob Lord demanded the BBC pay the club £10,000 for the rights to the game but the BBC refused stating they already had a contract with the Football League and refused to negotiate with individual clubs. In 1960 the Arsenal board banned ITV cameras from showing their 5-0 win against Newcastle United because they feared reduced crowds. Burnley also banned ITV cameras from filming inside Turf Moor after the collapse of ITV digital cost them almost £5million in 2002.
