So when is making the draw then if not when picking up the ball I am almost certain that when he picks up a ball from the bowl, that most certaintly constitutes the draw...

I heard the Hot/Cold ball theory, but as you say 4 of each, so how to determine who is who, then who is who from the not Hot/Cold Balls, it's surely impossible to get all ties correct that way.

When you willing to break through that mythical post 100% certain barrier though why would you stop at 150%, why not 200% certain?
