You only need to have a chip inside the ball controlling when to make the ball hot or cold. That chip would be very, very small and there isn't any chance at all to see it on TV.

Then someone controls when to activate the chip.

It's a fix. Very suspicious camera angles, you don't really see when he draws any of the teams, only when he picks up the ball.
