Public sector is different, and I know, because I did a number of consulting assignments with government agencies in the US. There the goal is justifying the operational budget. In the private sector it is different, at least where I have worked. In my current job I am expected to return at least 25% on my capital budget.
Last year I had about 25 projects in my portfolio, some returning up to 200%. I had to do a project to stop us losing customers that cost me 75% of my budget, so only had 25% left to spend. While I had plenty of projects that would return better, I had to choose the project that only returned 30% because that was all I could afford. The company wanted the 30% return now, rather than the x% that could be returned next year. The thinking of course is, who knows what the climate will be like next year, so rake in your returns while you can.
BTW Sorry footie fans, Sarb and I get like this from time to time. You'll just have to consider it the cost of having such fine posters as ourselves among you

The transfer was a farce beginning to end. MON got pissed off with Rafa (maybe Rafa didn't start it off...maybe he did). All of the blame can't be laid at the door of Parry and The Yanks. When we bought Torres and Mascherano (on loan) there was never this going after players in public and rafa used to play it down as well. Rafa for some reason has also started to conduct deals in public. He hadn't even signed Barry and started talking about selling Xabi. The other day still thinking he might get Barry he was still talking about selling Alonso. It's very unprofessional regardless of what people say
We had to donate to Spurs' charity because of what Rafa said about going after Keane
The thing is I used to love Rafa's press conferences where he showed a lot class and never got involved in slanging matches with the likes of Fergie and Wenger. For me he has lost that now

How much did we end up putting in?
I think the match early on against the Mancs will settle a lot of people down and when we get a result, all of this talk will be out the window.
