No it is not saying that at all.
My own suggestion was that for qualifiers and especially friendlies that the nation (or FIFA as you suggested) would be responsible for any paying of wages should the player be injured during such games (especially the friendlies) and that the actual tournaments would be at the club's own cost should at injury occur.
Now whether the nation or FIFA would pay for the wages in full or use an insurance company would be up to the Nation or FIFA to decide.
End of the day the Nation and FIFA get the use of the player with little to no outlay in the player and little by way of any financial risk whereas the club that pays the wages, that paid the tansfer fee, that pays for the player's training and medical upkeep has to take the risk when the player is playing for his country.
At no point did I suggest players should not play for their countries and clubs do not have to power to stop a player playing for their country anyway as FIFA can currently ban players for playing for their clubs for a number of games should clubs refuse to relsease players.
I would reckon that if Salah had an injury at the AFCON in January (a tournament that takes place mid season and not during the summer break but like the WC in Qutar that is another albeit related issue) that put him out for a year and we lost Mane to an injury at the same tournament not many here would be saying that it was good that people got to see them play for their countries.

I wasnt initially responding to you. I agree with you are saying, I am just pointing out that there is a different POV here, and that is the supporters of these countries.
