It's a 'rule' that makes sense before massive investment in technical development and before technology became part of the competitive aspect. When the bike is part of the competitive package along with the rider, his drugs, diet etc, then this kind of etiquette becomes silly. He should and it happens. When the race is this far in and riders competing for the Yellow jersey are close then it would be expected.
