He showed flashes of it, but the skill of the best players is consistently producing it. Suso couldn't do that, which is why he failed at the top level. Think he had the ability, just lacked the application sadly.

I'm not surprised Milan gobbled him up as they'll still probably make a profit on him. It's a shame as I think there's something about him but if his attitude sux then that's it.
