      I think the "time barred" is critical for the UEFA investigation....a sort of "yeah, they were guilty, but unfortunately we can't do anything about it". But the PL can, if they have the gumption.

                  Its a massive oversight/failure on the part of UEFA. Embarrassingly so.

                  If the overspend is in plain sight and UEFA don't bother doing anything then fair enough a time limit is reasonable. But to not build in an indefinite time period for prosecution when deliberate and willing obfuscation has occurred is stupid.
