Neither have the balls to really investigate City thoroughly... much like the an ex-Bullingdon Club member appointing another ex-Bullingdon Club member to perform an 'independent investigation' into the shady dealings of... ex-Bullingdon Club members...

If Grealish is worth 100m in City's eyes, then Kane, with more goals and assists, should easily be worth double. If I was Levy, I'd bump up the asking price. For City only.
