Even if he doesn't want the money if they can't be wiped out then that is an investment which would break FFP. I have never really figured out how these loans could ever be repaid in the context of FFP.

The way I read it was that he wouldn't be seeking repayment of his loans from the proceeds of a sale, in other words he was writing off what he has invested. That's providing £1.5b of his own wealth to fund rebuilding of Ukraine. FWIW I think he'll provide more than that in the long run, partly as a charm offensive, and at a huge risk to his safety as it's right in the face of VP.
