This is what I am curious about, if he is not wanting them to be repaid at the moment, then they need to be repaid at some point in future. Even if he doesn't want the money if they can't be wiped out then that is an investment which would break FFP. The way I read it was that he wouldn't be seeking repayment of his loans from the proceeds of a sale, in other words he was writing off what he has invested. That's providing £1.5b of his own wealth to fund rebuilding of Ukraine.
