This is also possible but how difficult is it to establish how much someone wants for someone and then decide if you want to pay it?
Us:Hello how much do you want for Salah?
Them:£12m
Us:Ok we only want to pay £8m,would you take that?
Them:No
Us:Ok bye.

I think it's more to do with Basel squezing as much value out of Salah. Basel's valuation of Salah will be the opposite end of the spectrum to what we value him at. If we've approached Basel and expressed an interest, there will be a conversation until a mutually acceptable transfer fee is reached before an official offer goes in for further negotiation.
It will be in Basel's interest to stall the deal and leak to the press our interest to weed out other clubs who may be interested. The delay in purchasing the player could be out of our hands.
Say we had been negotiating for your house and I'd been around the £100,000 mark and you wanted £150,000. We'd slowly been talking towards the middle, but all the while we've been getting our chat on, you've been whoring your house out to the area when a rich property developer comes in and says that once he's sold one of his other houses, he'll give you £200,000. The terms are that you have to delay me and once that sale has gone through, £200,000 is yours, then you'd go with the latter.
I dont think its really his choice. If they want to pay the money, and the club wants to sell him to Chelsea and not accept our bid. Then thats his option.

My point is if they want more than we are willing to pay then there's not much point dicking around for weeks trying to haggle them down,especially when you could be gazumped.Make a bid,see what happens,if they say no you can walk away or improve your bid. Which is exactly what Chelsea did for both Willian and now Salah-made a bid,it got rejected and they improved it,all in the space of a few hours while we apparently spent weeks trying to tease Basel down from their asking price before we even lodged a bid.
We have a limit we can bid so have a go at a lower offer,then increase if you want until you reach you maximum bid and be done,that shouldn't take weeks it should take days.if someone outbids you so be it but at least you haven't wasted weeks trying to do a deal.

There does seem to be an element of our transfer dealings that seem to get dragged out for reasons unbeknown. The Mata transfer is a good example, but who's to say we had any interest in Salah that was concrete?
