Well in Barca it works a bit differently, as it is not the fans who pay for transfer. All the directors of Barca and Real are democratically elected by the members of the club, and they then compete to get elected. So they basically promise the transfers etc. either by own pocket or by the clubs assets... If they don't deliver on promises they don't get elected the next time - democratic style. Seems to work quite well in spain, so can't see it being that bad a model.
