Who's to say it's not? They're doing everything tehy can to increase revenue, the logical thing to do with the increased revenue would be to build the stadium which will greatly increase the value of their investment and increase revenue further.

The theory is for every pound you add in revenue you add 4 pounds to the sell price of the club. It's a no brainer.
